涉“两卡”违法犯罪打击工作
向涉“两卡”犯罪发起猛烈攻势
日前，昆明市公安局“两卡”打击工作专班接到群众举报称，疑似有通讯运营商内部员工在北部汽车客运站附近违法开办电话卡。
专班民警立即对该线索进行深度研判，并牵头盘龙分局，于当日17时许，在昆明市北部汽车客运站候车大厅内将正在实施侵犯公民个人信息犯罪行为的犯罪嫌疑人李某梅、张某红等6人抓获。根据线索，成功抓获该犯罪团伙的两名组织者代某波和余某，并现场查获犯罪工具手机6部、电话卡200余张。
经审讯，代某波和余某交代，2024年3月1日起至今，两人组织李某梅等6名业务员于昆明市北部汽车客运站候车大厅内，采取“地推”方式违规办理电话卡6000余张，在未经开卡人允许的情况下，擅自使用开卡人的卡号注册不同的软件账户，并交由代某波处置。
至2024年5月29日，该犯罪团伙成员人均非法获利超过5000元，涉嫌构成侵犯公民个人信息罪。目前，代某波等7名犯罪嫌疑人已被依法采取刑事强制措施，业务员崔某被依法行政处罚。
下一步，昆明市公安局将紧紧围绕“线索下降、打击上升、窝点清零、退出通报”四个目标，紧盯涉“两卡”线索，集中资源力量，在第一时间开展研判，第一时间组织落地打击，始终保持市内涉诈窝点动态清零，全力以赴打好“两卡”打击治理“攻坚战”。
